Combined freight means transportation of an item by several modes of transport. All road, air and sea modes of transportation can be combined.
In fact, almost all transportations can be referred to as a combined freight: from the warehouse the cargo is delivered to station A by truck, then it is packed into the container, sealed and sent for loading, let us say, into the aircraft.
